“Change Management Breakthrough for the Ministry of Religious Affair’s Education Management Information System”

  • The Challange

For some time, the Ministry of Religious Affairs has considered developing and improving its Education Management Information System (EMIS) – an Islamic Education data collection system established in 1998. This year, EMIS 4.0 was launched to replace the previous system. EMIS 4.0 is a strategic instrument for academic units for various stages in Islamic education and a reference for self-reflection on the performance of the Islamic Education Service. Change management aims to create better governance and the instrument can optimally function for the education stakeholders. The utilization of EMIS 4.0 must be smooth, safe, comfortable, and effective in every phase, with high commitment. To achieve this condition, implementing change management EMIS 4.0 is a must. The Ministry of Religious Affairs– Education Directorate General entrusted ID COMM to develop change management for EMIS 4.0.

  • Our Approach

In developing a change management plan, ID COMM conducted several assessments in EMIS 4.0 business process which focused on three main aspects: law and regulation, business model and institution, and communication and socialization. ID COMM works with experts in law and regulation and IT business models for change management. Communication and socialization, as an essential part of change management, can support the implementation of policy instruments, business processes, and behavioral change of all relevant stakeholders in the performance of the ideal EMIS 4.0.

  • The Result

Our work assessed three main aspects of change management. From the law and regulation aspect assessment, ID COMM recommended a Draft of technical guidelines for managing educational data at the school level and a Draft Decree of the Minister of Religion of the Republic of Indonesia concerning Change Management in Data Management of the Ministry of Religion of Education. From business model and institution aspect assessment, ID COMM recommended creating training programs for capacity building and skill up of user champion EMIS 4.0 (EMIS administrator). And in terms of communication and socialization assessment, ID COMM drafted and produced creative communication tools to gain behavior changes such as posters, audio drama, social media posts, infographics, etc, which proved effective amongst the user champions by encouraging them to adopt revitalized materials related to organizational governance.
